Offsite Levies

 

The Offsite Levy Bylaw governs the collection and administration of the Offsite Levy under the Municipal Government Act.  The Offsite Levy is a mechanism to fund the infrastructure required for growth.  Funds collected through the levy pay for the construction costs of the Storm Water Drainage System and Road construction and maintenance.  The Offsite Levy ensures that those who benefit from capital infrastructure pay a fair share of the construction costs.
 
What authority does the County have to do this?
Municipal Government Act, under Division 6, allows the Municipality to set and collect
Off-Site Levy rates through the adoption of a bylaw.
 
What is the Off-Site Levy?
Off-Site Levies provide a mechanism for municipalities to recover capital costs incurred for infrastructure improvements for new development. Off-Site Levies may be collected only once in respect of land that is the subject of a development or a subdivision.
The Off-Site Levy can collect money for infrastructure, such as:
  • New or expanded storm water conveyance, storage, and treatment facilities and
  • New or expanded arterial roads required for or impacted by a subdivision or      development
  • New or expanded facilities for storage, transmission, treatment or supplying of water
  • New or expanded facilities for the treatment, movement or disposal of sanitary sewage
  • Land required for or in connection with any of the above facilities
 
How is the Off-Site Levy determined?
The Off-Site Levies are based on:
  1. Lands identified around the City of Lloydminster.
  2. Estimated cost of the Off-Site infrastructure to service those lands.
  3. Projected population based on the approved densities.
  4. Apportionment of benefiting parties.
 
Why are the Off-Site Levy rates calculated by unit and hectare?
The Off-Site Levy rates are calculated by unit in order to ensure that each development bears a share of the costs associated with development.
 
When will the new Off-Site Levy rates come into effect?
Immediately upon adoption of third reading of the Off-Site Levy Bylaw.
